Philosophy
|
The
university is committed to providing employees and their families
with opportunities to continue their education.
|
| Policy |
The
university subsidizes tuition costs for certain individuals
attending Indiana University classes. Eligible participants are
entitled to the tuition subsidy explained in this policy.
|
| Individuals
eligible for this benefit |
This
policy applies to the following categories of individuals, at all
university campuses:
- Appointed,
full-time (100% FTE) faculty and staff on at least a
nine-month appointment by the end of the first week of the
semester or session.
- Appointed,
full-time (100% FTE) faculty and staff on an approved leave of
absence.
- Retiree
status employees who are eligible for group life insurance.
- Disabled
former employees receiving long-term disability benefits from
a university-sponsored plan, Social Security Administration,
or PERF.

| Provisions
and requirements for employees and qualified former employees |
Employees
and former employees who meet the criteria as indicated in the
section titled, “Individuals eligible for this benefit,” are
eligible for the following fee courtesy benefits.
Credit
hours
The fee courtesy value is 100% of the resident rate for the
first three credit hours per semester or combined summer sessions.
The
fee courtesy value is 50% of the resident rate for the next three
credit hours per semester or combined summer sessions.
Fees
for credit hours totaling more than six per semester or combined
summer sessions will be billed at the full resident rate.
Audit
hours
Fee courtesy applies to audit hours at 50% of the resident
rate.
Fees
for audit hours totaling more than six per semester or combined
summer sessions will be billed at the full resident rate.
Independent
study courses
Fee courtesy applies to independent study courses. The
individual must pay 50% of the fee at the time of registration.
This amount is refunded if the individual completes the course
with a grade of R, S, P or C or higher. (The refund amount applies
to the first three credit hours only.)
Required
grade level
If an employee does not obtain a grade of R, S, P, or C or
higher in the course(s) covered by the 100% fee courtesy, the
campus bursar will bill the employee for one-half of the tuition.
If payment is not made by the due date, the debt will be satisfied
through payroll deduction.
Withdrawals
If the employee withdraws after the 100% fee refund period
from hours covered by the 100% fee courtesy, the campus bursar
will bill the employee for one-half of the forfeited fee amount.
If payment is not made by the due date, the debt will be satisfied
through payroll deduction.
Approval
necessary
Approval of a department head is necessary when classes are
scheduled during a staff member’s working hours. See Policy
2.10, Training and Education, for provisions about covering time
away from the job.

| Provisions
and requirements for spouses or same-sex domestic partners |
An
eligible individual’s spouse as defined by Indiana law or
same-sex domestic partner as qualified by the university’s
Affidavit of Domestic Partnership may receive fee courtesy
benefits as described below.
Credit
and audit hours
The fee courtesy value is 50% of the resident undergraduate
rate, up to a maximum of three credit or audit hours per semester
or combined summer sessions. The fee courtesy is applied as a
credit against the full fees assessed.
Fees
for credit or audit hours totaling more than three per semester or
combined summer sessions will be billed at the full rate.
Independent
study courses
Fee courtesy applies to independent study courses at 50% of
the appropriate rate.

| Provisions
and requirements for a dependant child |
Criteria
To receive the dependent child fee courtesy, one must meet
all of the following criteria.
- Is
a dependent child, stepchild, or legal ward of an eligible
employee or of the same-sex domestic partner of an eligible
employee
- Is
not considered independent for other types of financial
assistance
- Is
under 24 years of age on the first day of the session for
which the fee courtesy is requested
- Is
unmarried
- Has
the same permanent home address as at least one parent
- Is
enrolled as a dependent student
A
dependent child of a deceased parent or guardian who was
eligible at the time of death, is eligible for the fee courtesy,
provided that the child (1) remains a dependent of the surviving
parent and (2) on the first day of a session, meets all the
criteria listed above.
Fee
courtesy guidelines
The fee courtesy value is 50% of the resident undergraduate
rate. Fee courtesy applies to independent study and Advanced
College Project courses.
Dependent
children who have received a baccalaureate degree or have
completed 140 credit hours (including transfer hours) are not
eligible for fee courtesy benefits.
Fee
courtesy will be discontinued at the end of the semester or
session in which the child ceases to be dependent, or in which
the employee’s employment is terminated for reasons other than
retirement, disability, or death.
In
addition to the exclusions described in the next section,
“Exclusions for all individuals,” the fee courtesy excludes
graduate or post-baccalaureate study.

| Exclusions
for all individuals |
Excluded
from fee courtesy are special fees such as those for applied
music, student teaching, laboratories, early education
experience, dissertation research (G901), rental of special
equipment or facilities, and fees for non-credit courses.

| Retroactive
applications |
Retroactive
applications for fee courtesy will not be honored beyond the
current fiscal year (July 1 to June 30). For summer classes that
overlap the fiscal year, applications will be honored through
the fiscal year in which the class ends.

| Late
applications |
If
the application form has not been completed and approved in
sufficient time before registration, the student must pay in
full by the due date. Once the application is approved, the
student will receive a refund.
|
| Appeals |
Applicants
who feel they have been unjustly denied the benefits of this
policy may present a written appeal to the Fee Courtesy Appeals
Committee. Applicants should write the letter to the Director of
Human Resources. This office will send the appeal, along with
pertinent data and comments, to University Human Resources
Services for presentation to the Fee Courtesy Appeals Committee.

| Where
to obtain and submit forms |
Fee
courtesy application forms are available from the Student
Financial Aid office. Eligible persons should submit application
forms to the campus of enrollment, which may be different from
the campus of employment.
Course
fees are based on the rates of the campus of enrollment.

| Graduate
fee taxation |
Fee
courtesy for graduate level courses is treated as taxable income
under 1996 federal legislation. In accordance with IRS
regulations, the university withholds these taxes from the
employee’s pay. The employee’s pay notice includes the
amount of fee courtesy benefits counted as taxable income.
